Joel Reaser, Ph.D., is Senior Vice President at the National Older Worker Career Center (NOWCC) in Arlington, Virginia. In that capacity, he directs strategic planning and management activities, including NOWCC's IT initiatives. He also coordinates information and education activities for the Senior Environment Employment (SEE) Program that NOWCC administers for the US Environmental Protection Agency and a new, similar program for Department of Agriculture. He was instrumental in the planning and implementation of the National Academy for Public Administration (NAPA) 2003 forum on the aging of the federal workforce, and served as a panelist together. He is the principal author of Graying and Still Growing: Removing Barriers to Older Worker Utilization and Boosting the Economy published by NAPA in the Fall 2004. He also served as a reviewer on SHRM 2003 Older Worker Survey on which NOWCC collaborated and as a delegate to the 2005 White House Conference on Aging.

Prior to joining NOWCC, he served as Associate Director for Research at AARP where he contributed to and oversaw numerous research studies on the needs and attitudes of older Americans, and directed programs on the strategic use of technology by, and for, AARP's 35 million members. Prior to joining AARP, he was with the US Army, IBM, and the Human Resources Research Organization. During his career, he has consulted with IBM, the US Army Research Institute, the National Recreation and Park Association, Science Applications Inc., the Financial Executives Institute, and the American Management Association.

He completed his B.A. degree in psychology at Gettysburg College and his M.A. and Ph.D. degrees in Industrial/Organizational Psychology at the Southern Illinois University at Carbondale. He also served as Visiting Professor at the George Washington University School of Engineering and Applied Sciences.
